In 2011, Verizon and the Department of Justice entered into a settlement agreement where Verizon paid $93.5 million but denied any wrongdoing in their billing practices. Allegedly, Verizon's subsidiaries included improper surcharges on invoices submitted to the federal government under telecommunications contracts.
